Aug 25, 2026: Interview with Philipp Budka at Canada’s National Observer

An interview with InfraNorth researcher Philipp Budka has been featured in an article by journalist Jamie Voyles for Canada’s National Observer, titled “As Canada bets on Churchill to diversify trade away from US, climate disasters sideline its railway link.”

The article explores Canada’s plans to strengthen Churchill, Manitoba, as an Arctic trade gateway and diversify trade beyond the United States. It highlights how recent flooding, alongside earlier climate-related disruptions, has exposed the vulnerability of the Hudson Bay Railway, which is the town’s only land connection to southern Canada. The article considers what increasing climate risks, including flooding, wildfires and permafrost thaw, mean for the reliability and long-term costs of northern infrastructure.

Budka contributes insights from his InfraNorth case study of Churchill, drawing in particular on his research following the 2017 railway closure. His work showed that the disruption affected far more than freight and tourism: it had significant consequences for food availability and prices, employment, energy supplies, medical services, schooling, housing and everyday community life. As highlighted in the article, his research demonstrates that the value of the railway cannot be measured only in tonnes of freight, but it also depends on its reliability and its importance to the communities along the line.
